Colombian rider Miguel Angel Lopez finished second in the 14th after attacking from the group of favorites in the last kilometer.
The GC fight was intense on the Hors-Category climb, with Lopez sometimes finding himself behind the other key rivals and then ahead, when attacking at the last kilometer.
His move came a bit too late however as Bora-hansgrohe's Rafal Majka had enough of an advantage left to secure the stage win.
"The victory was very close, and we deserved it because the team worked very hard," said the Astana rider. "We placed two riders to pull in the peloton to try to gain some time. On the climb Luis Leon (Sanchez) and Pello (Bilbao) were magnificent but it was just not enough."
Overall, the feeling is positive for the South American, who after 14 stages occupies tenth place at 3'48" from race leader Chris Froome of Team Sky.
"The important thing is that we have good legs and for the moment we will enjoy the race day by day. Now we have to allow the legs to recover for tomorrow's stage."
